Its not advisable to slow down to avoid a Blue Shell, but you can try to get close to 2nd place (if possible) so they get caught in the blast too. If you have a big lead though, you'll probably be ok
It's been a hot minute since I played this game but IIRC shells have bigger hit boxes so they're more reliable shields than bananas but both should work to block
